Conservative Councillors proposed a motion calling for tougher action to tackle pet theft at the July Stevenage Borough Council meeting.
Cllr Jody Hanafin, a life-long animal welfare advocate, spoke in support of the motion.
Cllr Hanafin said: "The key message here is for residents to ensure their pets are microchipped. The police are clear that microchipping your pet makes it harder for thieves to sell them and far easier to identify pets when they are recovered."
